To Leash or Not to Leash, That Is the Question    [02-07-2010] Today, many people all over the world keep dogs and cats as pets. In most countries, people have to leash their dogs outside. In Korea, it is illegal to let your dog walk around outside without a leash. But do you think cat owners should leash their cats, too? Cat owners living at a town in Vermont are very angry these days due to a new law. Under the new law, they have to leash their pets when taking them outside. But cat owners are saying that it is a bad idea to leash their cats. “Cats should be allowed to roam freely. It is cruel to leash them,” said a cat owner. However, the City Council officials are saying that the law is necessary to protect the environment and other animals. They believe that the town should ban cats from roaming. “Free-roaming cats are causing many problems. They often turn people’s gardens into garbage dumps,” said one city official. “They also kill thousands of birds, small mammals, reptiles, and amphibians each year.” Some people welcome the new law as well. One of the supporters of the law said, “If dogs have to have a leash, why not cats?” Many other American states including Ohio, Colorado, and Florida have similar laws.
